Training Course Objectives:
By the end of this IMO Model on OPRC-Level 2 : Supervisors and On-Scene Commanders training course, delegates will be able to:
- Understand the framework of the IMO OPRC Convention and the international system for marine oil pollution preparedness and response.
- Develop advanced knowledge of oil spill response organization, including command structure, roles, and responsibilities of on-scene commanders.
- Apply operational decision-making skills in managing marine pollution incidents at the tactical response level.
- Coordinate and supervise oil spill response operations in compliance with international standards and national contingency plans.
- Evaluate spill scenarios and determine appropriate response strategies, including containment, recovery, dispersant use, and shoreline protection.
- Strengthen competence in the implementation of Incident Command System (ICS) principles during maritime pollution emergencies.
- Enhance ability to conduct rapid risk assessment, resource allocation, and prioritization of response actions.
- Improve communication and coordination between response teams, port authorities, government agencies, and stakeholders.
- Ensure compliance with environmental protection requirements and international maritime safety regulations during spill response operations.
- Develop leadership skills required for effective on-scene command, including crisis management, situational awareness, and operational control.
- Promote safe operational practices for personnel engaged in hazardous spill response environments.
