Training Course Objectives:
By the end of this IMO Model Training Course on OPRC – Level 1 – First Responders , delegates will be able to:
- Provide participants with a clear understanding of the basic principles of oil pollution response, including the legal framework under the OPRC Convention and related international instruments.
- Equip first responders with essential knowledge of oil spill behavior, risks, and environmental impacts, enabling appropriate and safe decision-making during incidents.
- Introduce the structure and operation of a basic response organization, including roles, responsibilities, and coordination among stakeholders during a pollution event.
- Familiarize trainees with response strategies and techniques such as containment, recovery, use of dispersants, shoreline cleanup, and waste management.
- Provide hands-on knowledge of personal protective equipment (PPE), health and safety procedures, and site control in oil spill situations.
- Enable participants to recognize different types of response equipment, understand their functions, and practice their deployment in simulated exercises.
- Develop communication and reporting skills required for effective participation in a structured oil spill response.
- Promote awareness of the importance of preparedness, drills, and exercises as part of national and organizational oil spill contingency planning.
